The area under saffron cultivation in Khorasan Razavi was reported at 90,000 hectares, making the province the centre of Iran’s saffron economy by a wide margin. A companion report put East Azerbaijan at 305 hectares. The contrast shows both the concentration of production and the smaller regional clusters trying to build their own skills, packaging and market access.

These are historical administrative figures, not a live land survey. They are most useful when their dates, units and internal inconsistencies remain visible.

Khorasan Razavi’s reported 90,000 hectares

Mohammad Reza Orani, then head of the Khorasan Razavi Agricultural Jihad Organization, said 90,000 of Iran’s 114,000 saffron hectares were in the province. On those figures, Khorasan Razavi held about 79% of the national planted area.

The report also said 131,000 people in the province worked directly in saffron production and separately claimed that 90% of the country’s saffron was in the province or provinces. The English translation is unclear at that point. The 90% should not be substituted for the 79% area share or treated as a measured production share without the underlying output table.

A later line says South Khorasan had “15 hectares” and all other regions 9,000 hectares. The arithmetic reveals a dropped unit: 90,000 plus 15,000 plus 9,000 equals the stated national total of 114,000. Reading the South Khorasan value as 15 hectares would not.

The export figures need separate reporting periods

One paragraph says 28 tonnes were exported in the preceding year and 78 tonnes in the first six months of the current year. Later, the same speaker cites customs statistics of 281 tonnes for the preceding year and again 78 tonnes for the first half.

The article offers no customs table that can determine whether 28 lost a digit, whether the two figures refer to different categories or whether one was transcribed incorrectly. The safe record is:

  • the first-half figure is consistently stated as 78 tonnes;
  • the preceding-year figure conflicts between 28 and 281 tonnes; and
  • the two periods should not be added together to infer current stock, because one is a full prior year and one is part of the next year.

Orani argued that comparing exports with production left less unsold saffron than some local commentary implied. That conclusion cannot be independently calculated from this article because it supplies no production tonnage, opening stock, domestic use or re-export adjustment.

What Orani wanted beyond raw production

The provincial official called for greater private investment, faster deposit of eligible saffron into the commodity exchange and clearer price discovery. He also wanted larger agricultural companies able to organize cultivation and production at scale.

He proposed products beyond dried threads, including beverages, flavourings, extracts and packs sized for different buyers. Product development can create new demand, but the old reference to saffron’s “happiness” properties is not evidence for a health claim. Any food or supplement claim needs the evidence and authorization required in the destination market.

For ordinary dried saffron, the Codex standard CXS 351-2022 gives a shared baseline for styles, quality classes, contaminants, hygiene, packaging, labelling and analysis. A new pack size is useful only when the lot inside it remains tested, traceable and appropriate for the buyer.

East Azerbaijan’s 305-hectare cluster

Mohammad Baqer Biprova, then horticulture director for the East Azerbaijan Agricultural Jihad Organization, reported 305 hectares of saffron in that province. About 60% was in Marand, with cultivation also in Azarshahr, Bonab and Charavimaq.

Biprova described fertile, permeable soil and the province’s light conditions as suitable for the crop. He gave annual water use as 3,000–3,500 cubic metres, understood in the mapping record as per hectare, and noted that saffron’s irrigation season differs from that of many other crops.

That water number is a local report, not a universal requirement. A peer-reviewed farm study in Gonabad recorded average use of 6,480 cubic metres per hectare and wide variation among farms, illustrating how irrigation system, climate and farm practice change actual water use. Growers should design irrigation from local soil, weather, field and extension evidence rather than copy one provincial figure.

Biprova also made labour and equipment a condition of profitability. Saffron flowers arrive in a short harvest window; having enough people and suitable handling capacity can matter as much as the planted area.

Why East Azerbaijan saffron was sent to Khorasan

East Azerbaijan’s direct share of national saffron exports was described as small. Marand had two packaging units, yet the report said product was still sent to Khorasan.

That may reflect Khorasan’s deeper concentration of buyers, laboratories, processors, labour and established trade channels. The source does not identify the companies, quantities or final origin labels, so it does not prove that East Azerbaijan lost its identity after shipment.

A useful regional system would preserve the producing province in the lot record even when testing or packing takes place elsewhere. FAO’s current Iran programme likewise puts production, post-harvest handling, safety, traceability and marketing in one value-chain framework.

Two provinces, different priorities

Khorasan Razavi’s scale makes market transparency, storage, finance, product development and reliable export data national concerns. East Azerbaijan’s smaller cluster needs locally tested agronomy, harvest capacity and a traceable path through packaging and sale.

The comparison should not turn into a race for hectares. Each province needs to track:

  • planted and harvested area for the same crop year;
  • dried-saffron yield and quality by tested lot;
  • water use under the actual local irrigation method;
  • harvest labour and processing capacity;
  • where the crop is tested, packed and sold; and
  • export weight and realised value without mixing reporting periods.

The 90,000-hectare Khorasan Razavi figure remains the article’s central historical benchmark. East Azerbaijan’s 305 hectares add the missing national context: Iranian saffron production is highly concentrated, but smaller provinces can contribute when expansion is tied to local evidence, quality control and a market that preserves their origin.
